I think the PH is actually a Firefall falcon rather than the soot-specked hawk. Every time I have spawned the Fowl Matriarch, it has been in the spawn location of a Firefall falcon.

Look like FF Falcon are also the PH, beta made it hard this year with mobs placement been different every server up. So I'm hearing both can spawn Fowl Matriarch.

Can Confirm that Falcons do indeed share spawn for Fowl.   Fowl spawned on the first Falcon to the right of the quest NPCS near Tangle.
