/G The Judicator in 543s, 37682k @69396dps ---- high hit was just shy of 38k that I saw.
Gamparse says unknown spell, but he casts it every 20 seconds.

Has a AE KB + DD + seems like a .5 second stun. J5 wiz merc with brells, unity, and cleric buff drops to 7% health every cast.

Casts "Weakened Defenses" Permanent. Lowers dodge, block, reposte etc...
Have seen him twice in the last 90 emblem loots as a loose kill count tracker.

Word of caution to the groupers who aren't able to take him under less-than-optimal circumstance...
He spawns instantly from the mob you just killed. He then camps that spot he spawned from.
Don't kill things right at your campfire or in the middle of other mobs.
When clicking the Emblem for flagging, you kind of have to strafe back and forth to find the sweet spot, the whole door won't work for the update.

Drops from The Judicator

He seems to also wake up mezzed mobs nearby with an AE. Several times got text saying that XXX was awakened by The Judicator.
