Onyx drakes are special drakes, not the random ones near zone in.  They are only way up on the 2nd floor past where the abominations spawn, past where the wurms spawn, in one special room.  They are called onyx conspirators.

There is flagging required to enter this event, even with 100 alaran from Shard's #2: Words of the Unspoken. Event will reset if you are mezzed at the 80% stage (when the muses are supposed to spawn). Phase 3 starts when the muses all die, the angels (Dreamers) will ping pong summon and reset the event. You must keep aggro on the boss.

Can't get unflagged characters into Cacophony of Power raid, even with 100 alaran from the Shard's #2: Words of the Unspoken. The group mission will not act as a flag, General Terasal won't respond even with a raid instance formed.

Spawn is just a bit south of west of Historian.  If he's not up, go back and hail the Historian again... when multiple toons are doing it, you may well have to spawn him a separate time for each toon (I did today with some alts today anyway; don't remember what happened the first time I did it, long ago).
