How do I get the Priest of Rallos Zek to TAKE the bottle? I tried removing ivu, killing all the mobs around him, but never got a transfer window. Do I need to damage him to 20% or less to get this?

Chant:
There is NO Priest of Vallon Zek at that location. I killed lots of mobs there to see if I could spawn one, but nada.

Chant:
OK! I finally figured it out. Kill enough Sentinels and a Priest spawns, BUT you have to wait until it is NOT in combat, which took me a hour, THEN he will take the vial.
