Quest listed Step 12 - Set a water portal spell under the machine. (Rather than on top of the quarry as listed above.) :)

The collection items can be found around the ship where Vicarum Spiritus Psyche spawns in the regular zone. I usually only find 3 in that area though.

Collectable ground spawns in this HA are found on the intact boat and dock to the SE, and also on or within the broken half boat to the NW.
