Place the dagger on the ritual table 0/1 (Ka Vethan)
Head over to and Turn in the Dagger to the Ritual Table (as indicated by on the map)

For this step, I just had levi off and was next to the table and handed it in. I didn't get aggro down next to the table. Honestly I didn't check to see if the mobs were KOS without invis. I just made the trade and campfired back. Anyway, point is, you don't have to clear the alter area to complete this.
