During each of the wine skin phases, if you happen to have a pocket mage, click the vampire then CoH your toon, can go through this phase quite quickly. Similarly a char who can FD, also does not need to fight, but then you have to wait for agro to wear off before standing.

Not sure the minimum level, but you can not get this quest at 111, despite being able to do Obblitte and being flagged for Bloodfalls.
