For some reason, on some hand ins the Water Spirits will not take the water and arrgo. If they do, it seemed ~50% chance they would re-drop the Soother Water. If they did not, you would need to drop task and retry. Took me x3 to get it to work properly.

Jalelorf:
You can say 'water' to Seagrazer to get additional waters. I had to get a bunch of extra because some will sooth but wouldn't give credit in the quest.
