My group just beat this mission, after several failed attempts. I think we were all 106-108 and in various amounts of raid gear. We had a warrior, a SK, a ranger, a beastlord, a cleric merc, and myself (enchanter).

You first have to find a place to plant the scion that you receive (right click). The first place we tried was to the west, and I got a message that we needed to plant to the SouthEast, so we went to the far south (middle) and planted there.

Basics about the encounter. You first fight a monstrous succulent that has the hitpoints of a normal trash mob. Then Catciikii spawns, who as bosses go isn't that bad for hitpoints, however it spawns succulent adds. If more than one add is up at a time, the health locks, so the strat above that says you can ignore the adds is not correct. You can also get additional adds, because it is the OT zone with mobs walking around like normal. I couldn't mezz the succulents but I could mezz the other adds like normal. Once adds were down after several waves, we managed to kill boss, and the chest spawned up north where we started.

Some stragegy tips. We were able to slowly pull the monstrous succulent to the south wall to reduce the number of adds. We also cleared some adds before starting the encounter. The boss also seems to have an AE, so I was wishing we had better than 1 cleric merc. One of the achievments said that we allowed the succulents to spawn to maturity so it makes me wonder if there is a way to kill them before they spawn. The boss grew before our eyes in the beginning, so maybe there are seedlings on the ground we can kill before they spawn too. I also think that less dps on boss might have made it a little easier and reduce the speed at which the adds spawned.

I should also mention that we were awarded 35 AA for completing the mission.

So my group tried a different strat. We kill the trash a monstrous succulent and then burned the boss. We only had one add up, and before a second spawned, the boss was dead (took us 64 seconds). So this is like the Grannus mission in TBM, if you have enough dps it is trivial. However if we had gotten a second add up, we would have had to kill it before we could kill boss.

Also in the loot list:
Lost Stone locket (neck item)
Glowing Clawed Tablet of the Rune of Scale (from first run)
Marquise Cut Ruby Ornament (slot 7 aug +17 dex/agi, plus 45 AC and 400 hp/mana/end)
Ensorcelled Whip (1h slash)
Scale Touched Bracer facet

One other piece of strat advice. Where you plant seems to be fairly forgiving. You can actually plant right at the quest giver. I have found that just NE of quest giver is a nice quiet place where you are unlikely to get adds.

Changed the Boss to be invulnerable if even one mob is up. So need to first add that spawns immediately to give time on boss. My dps just sucked on the boss even after the add was dead.

Seems like there maybe more mobs up than just the boss and first add. Im going to rerun with bard to keep track up and look around. If you get to far or if time takes too long you seem to get punted far from the boss. Will keep at it.

Mission has been changed again so it is once again possible to burn from start without killing any sprouts. If you do want to attack the sprouts for the brown thumb ach, you can setup a hot key that has the command /tar a_sprout. That hotkey will target a sprout when it is up.

Completed Atrocious achievement. Here was our strat:
1. Without burn, we focused on boss and got him down to 30% health.
2. After that, we killed all adds but spiteful.
3. Once 3 spiteful spawned, they merged into an atrocious (yellow con at 110).
4. We ignored atrocious and burned down boss for win.

They must have changed this event from previous posters because I just went in and burned the cactus and it didn’t matter that there were 2-3 adds up by the end he wasn’t immune.  Got the green thumb achievement by accident
