They always seem to appear on the ground outside, not in buildings, in the areas where you had to kill mobs.

Having done this collection set three times in full, finding the ground spawns during collection steps is easily the most obnoxious of any HA-based set.

If you get the government office step, makes sure you check up in the trees.
