If you have bad faction to the quest giver (Rejnak Coldspear, Dragon Death Keep faction), you cannot request the faction. It can be raised by killing the Coldains/prowlers, or by killing in the Iceshard Manor area. Sneak or Alliance can work as well for this.

It's fixed now -- with terrible faction and failing Hails, you can request tasks using the keyword.

The trick to this is not chasing your skeleton. Wait until you get yellow text stating:

The sounds of your skeleton's footfalls cease. Your skeleton must have stopping running.

Follow the find path that will appear and stand in front of the skeleton. You will receive purple text if done correctly.
