TOV Tradeskill Earring Quest

Any idea what the min requirements are needed to start the quest?

It's probably a safe bet that they all have some kind of Tradeskill requirement and/or the Achievement needed to evolve the Earring

Kienye:
Only responds "All Hail Rallos Zek" Was able to get the first quest (All Hail the Cleansing) with saying "his children"
