I think this task might still be bugged from beta, it required you to beat at least 1 Trial for the NPC's to acknowledge you
The update I think might be closer to the Tranquility zone line for the first step, it can also be gotten from the dervish looking mobs, mephits, etc

Got my first update from "a gale" right by the quest giver.

Confirmed it's a /say and not a hail on update 2. Received it right next to Great Sky Ocean NPC from A brumbreeze armor.

Task is NOT bugged! You will receive update for first task stage after receive successful text from last task stage. "What about moon serf if the harmonious heavens" will complete them both

I have hailed every npc in the zone, killed hundreds and hailed over and over and have yet to get a reply other than an npc saying they will not talk to me.

Do you have any Trials of Smoke completed? It might still be bugged and require at least 1 to do the quest (though not to request)
