2nd step is Speak to the Ghost of Rile. Mob spawns randomly when killing Arisens, go through some text, update. Can be done before you finish killing all Arisen. This step completes the task.

On, the walk through, you should add that you can do the hail even though you are not at this step. Not everyone reads the comments below the first time they work on the quest.

Galamann:
Had 2nd step occur before I killed 10. Best spot I found is the bottom floor. Easy to move around and lots of spawns.
