I deleted the Keeper's Ring and was not able to request this quest. I recovered it (and there was a patch too), and then I was able to request the quest.

It's worth clearing the mobs in zone - they can all drop the collection items as well - which does not count as the 4 ground spawns. Have been able to get 7 drops from mobs and 4 ground spawns before.
