There is an additional PH for Queen Velazul`s Aide in the SW corner of Selrach`s Regent's room (immediately South of his position). I can confirm that the aide will spawn there.

She has 3 spawn locations, one i what you said, other is in the libary and Royal Escort is Pher for both

The named overview maps do not include a number locator for the Queen in the Prince's room. Shown correctly on this page in the Prince's room.
