Well, I am going to respond to my own question with some new research information. 

Elder Longshadow's quest NPC in Stone root falls is Shadowalker Dustspirit. The #1 mission should be "Free the Elders". Complete that and kill everything in zone for Swiftmantle. However, it is a zone wide rare drop.
