I have been looking into this item for a few days now and I would like to get it
for my character.

Does anyone have any details how to get this Metamorph Totem: White
Werewolf?

Or guidance on where to look for a breakdown of requirements?

Looks like it is/was available on the in game Marketplace, if it isn't currently its possible it has been vaulted. They do un-vault stuff sometimes
