Muffinstalker:
These are ground spawns in the quests "We Make our Own Rewards," "The Handmaiden" and "Under the Robe."

Additionally, I have had them drop from mobs in the quest "We Make our own Rewards." (only when you are collecting Bone Quills from Functionaries)
