In case anyone else had issues finding the sword thief, in the big room with all the sirens. Look on the backside of the purple coral. Just above the water line is a room inside the coral with 4 mobs (thief and 3 others).

Shield will spawn way at bottom floor below the coral. Spot appears random - looks like a silver metal shield - sticks out of he ground.
