She spawns at the top of the ramp, and after a moment will path down. The pathing caught me a bit by surprise.

there is nothing but specters on this location all the way down are we sure this is correct?

What I did was killed the specters from the bottom up, and when I finished I got back down to the bottom and the first specter I had killed respawned as the ph.
