This quest is now Bugged since the November 19th patch. Upon doing your combine with the 10 blood, you will receieve a full inkwell, granting u the ability to create the clickable assignment order or w/e its called, to spawn the angry guards in each of 5 locations in Degmars.

HOWEVER: the step update for "Take 10 drops of blood and combine them inside the inkwell" does NOT UPDate!

Again Go back to Thubr drop invis and hail him after combining the blood and it will update.
