To make Animal Hats you need (Tailoring >250):
The Animals Head or Skull + 8x Tuft of Animals Fur.
Proper animals are Rabbit, Fox, Grizzly Bear, Black Bear, Gray Wolf, Polar Bear and Panda Bear
To make the Animals Head (Trivial 335 Tailoring) you must combine 8 Tufts of Animals Fur + Animals Skull in a sewing kit. To get the Animals Head you can kill animals of the type you want (this is super rare drop), to get the Fur + Animal Skulls you can kill the proper animal types or Forage them.
With the Animal Head you must then combine it with a Simple Sewing Needle, a Tanning Chemicals, a Silk Filament and a Taxidermy Kit. All those components can be purchased from Higwyn Matrick in Plane of Knowledge Tailoring Building (West Side). The trivial for the completed Hat is 335 Tailoring.
Panda - Stonebrunt, this is a drop and foraged there, this is the only zone with pandas
Rabbit - Stonebrunt or Eastern Wastes for mobs, forageable in Eastern Wastes
Gray Wolves - Nedaria and Jaggedpine are good spots, the proper wolves for these are the black fur top, white fur on bottom of their model
Grizzly Bears - These are Brown model bears, good spots are Crescent Reach bear cave, Nedaria and Jaggedpine, you can also forage them in the areas around there
Black Bears - These are Black model Bears, good spot is the Commonlands
Polar Bears - Everfrost or Permafrost, they seem to be more common in Permafrost and can be foraged in Permafrost
Fox - These come from Griffons or can be foraged most common in Nedaria or Jaggedpine
