Ah that, you need to have a full built circle by Magus in Shard's Landing, doing this just requires you to turn in
http://lucy.allakhazam.com/itemlist.html?searchtext=fear+shard one of these fear shards (not the Bright one that is ground spawn used for task) to Magus himself, you can only turn in ones that are within your level range (so if you are level 91-100 you turn in the Small Glowing Fear Shard), the Dev's never mentioned how many are required though.
It is server based as well, so your server needs to keep turning them in until it's done. If your server doesn't do it in time it will auto build itself (no idea how long this takes though).
