It's from one of the Ancients in Frontier Mountain (We don't have any guides on this yet)

It's from the claw item that Ancient Denmother drops. We are writing guides for the Ancient events now, they should be up soon!

Races are incorrect. It was changed sometime around the Nov patch to be Race: ALL
